People who know me from childhood say that I used to be a very cheerful, active and irrepressible personality. I don't remember my childhood personality. I don't know what my personality was like before I was traumatized, during the happy period.'
At the age of 11, Tiffany Skaggs was seduced and raped by a man 47 years her senior in the Australian state of Tasmania. The 47-year-old man was associated with the medical field and was known as a kind person among the local population. Tiffany says that the same 47-year-old man also filled the void left in her life by the death of her father. "I saw him as a hero," Tiffany told investigators. He made me feel like the world was mine alone.'
Tiffany Skaggs wasn't the only girl who was seduced by the 47-year-old man named James Jeffrey Griffin. Over a period of four decades, he sexually exploited and exploited many girls. One of them was the daughter of his friend and colleague. Another was his relative whom he had proudly told on the internet about drugging and raping her. There were many women who came to him for treatment. Another disabled girl was also speechless. It is still unknown how many people Griffin actually exploited. Authorities say they know some of the man's victims have not yet come forward.
But how was this allowed to happen?
Griffin was first accused of this type in the 1980s when he was in his 30s. But his arrest was possible 30 years after the initial allegations. During this time she reached out to children through her role as a nurse on Launceston General Hospital's pediatric ward and as a massage therapist for Junior Supporting Teams.
Griffin's case sparked outrage in Tasmani.
For years, the victims' parents, their peers, and even strangers tried to inform authorities of the danger Griffin posed to people. But it was only in 2019 when Skaggs spoke out about his abuse that police began a full investigation. By October of this year, Griffin, who was 69 years old, had been formally charged with the abuse of four children. He committed suicide a few weeks after the charges were filed. A Tasmanian inquiry is now investigating how so many complaints and warning signs were ignored.
During public hearings that ended this month, it was revealed that Griffin was first warned in writing about his disturbing behavior in 2004. But their behavior worsened and complaints increased. There were also reports that he was fondling a young girl in hospital, giving out his phone number to patients and giving an 11-year-old a 'sensual kiss' on the forehead.
He was warned and counseled but managed to maintain his access to the children. Most unusually, the hospital ignored a revelation by one of its own staff members that Griffin had repeatedly abused her since she was seven years old. In 2011, social worker Kylie Pearson sued her boss and told the human resource representatives what had happened to them. She then had to stay up all night with one of her children in the pediatric ward because she was afraid to leave the child alone.
She told the Commission of Inquiry set up to investigate the institutional response to child sexual abuse: 'I felt how unfair it was that I could protect my own child but no one else in this whole ward. did not have this information.'During his work at Launceston General Hospital, several complaints were made against him but no action was takenOther staff members also broke their silence about it. A senior nurse told inquest officers that she tried her best to refer young female patients to other nurses because no one listened to any of their concerns about Griffin.
Another colleague, Will Gordon, formally complained about Griffin, but his complaint was dismissed as "baseless" without speaking to any of the victims. Gordon says Griffin's behavior was repeatedly ignored. It used to be said that 'Jim is a gym, isn't it? That's how he is. The hospital suspended him only after police said Griffin had found images of child abuse inside the hospital.
Senior staff members told the inquiry that there was an atmosphere of fear and cover-up at the government hospital. Some members said they had not been trained to recognize bullying behaviour, were not aware of reporting obligations, or did not know how to escalate their complaints. The hospital's administrator, the Tasmanian Department of Health. The chief recently issued an emotional apology. He said he was "personally shocked" by seeing the evidence and the "lack of compassion and humanity" from the victims. Catherine Morgan-Wicks said: 'My words will not heal the wounds of all those affected, nor will my words comfort those who will never know they or their children were affected. Failure of police and other authorities.
Griffin's behavior had been reported to police on at least five separate occasions. A man who bought a laptop from Griffin in 2000 told police it may have contained child sexual abuse material, but his email was ignored. Griffin also worked for Spirit of Tasmania, a ferry service to MelbourneThe man contacted police again the following year and wrote: 'After seeing what I have found, I hope he is working unsupervised in a children's ward in Tasmania.'Police searched the laptop and found it contained images of children in bikinis that were 'morally' worrisome but legal. Therefore, no further investigation was conducted.
Then in 2009 a man reported that he was posing as a medical staff member on a popular ferry taking pictures of young girls up their skirts. Police searched his home and found that he cleared his internet browsing history daily and had lots of pictures of young girls. The matter was also referred to Intelligence and no further action was taken. In later years, authorities were told that two people had disclosed that Griffin had been abused as a child, and that other concerned individuals, such as Tiffany Skaggs' mother, had filed complaints.
In both cases, child protection officials and the police failed to conduct satisfactory investigations. Then in 2015, police were told that Griffin was discussing child abuse on the Internet. They needed more information on the case, but when the man provided evidence, the police did not even open his email.Tasmania's police commissioner apologized to Griffin's victims last year, saying "flaws in our system and our investigative processes" had let them down.
Australia has long been embroiled in child sexual abuse. After the horrifying stories of the victims came to light, a national inquiry was launched in 2013 that revealed shocking institutional failures.
The Royal Commission was supposed to help Australia tackle abuse, but years later the Tiffany Skaggs case has forced authorities to re-examine it. The inquiry will make its recommendations and may find revelations against certain individuals which it will inform the investigating agencies. A new review of Launceston General Hospital has been announced and changes will be introduced after police reviewed their action.
Did any of them do the necessary work? Not at all. The phrase that I will hate for the rest of my life is the phrase, "Jim is like that."
